vintage american made Forged Chain Binder
that's made by
Dixie Industries,
appears to be in good condition.  The 2 ends with the chain hooks have good interior threads & seems to thread or unthread with ease.  Some oil maybe present.  The handle does look a bit warped or bent...also there's a small crack pictured that's marked with yellow.
